Some education please. I rev it up and when I idle down it does not idle down all the way unless i push the rocker looking arm back by hand. I have tried to adjust but nothing works.

you have a cable miss adjusted. Where the cable attaches to the throttle plate the center stud roller looks to be off the throttle stop. Remove the bolt that hold the cable bracket and shorten the throttle cable 1/4"- 3/8". Or untill the roller is touching the bottom of the throttle plate.
