Cliff Notes version - Lib.gov will eventually tax your driving miles using a GPS in your vehicle.

They are starting out in Loonyville USA aka San Francisco, CA.
They're after this because so many residents out there drank the Kool-Aide and went to high mileage electric/hybrid automobiles.
This means the automobile owners are purchasing less gasoline.
This equals less tax revenue for the Lib.gov.
So....TA-DA!
Look for it also to become a crime to tamper with said GPS unit in YOUR automobile(which BTW YOU will get to pay for)

And let us not forget the Lib.Gov won't be tracking you(especially if you're a Registered Republican....er....wait...Terrorist.)

I hope San Fran does implement a VMT-serves em right and then see what happens to the elected folks in Calinutsoland. The "Hipsters" will revolt since it will tax their Prius and Volt and the money isn't earmarked for some Art Museum or socially significant extravagant BS.
