Boat Title

I was wondering if anyone knows how I could get a title for a boat under my name. The thing is the boat has been abandon for a couple of years and i want to start using it but the owner that the was on the last title cant be contacted or reached at all. is there anyway i can create a title? if anyone knows it would be helpful. thank you
