JackPlate opinion for Bluewave 1900 STL

Father in law is getting a 1900 STL. Specs on boat say 7" - 8" draft. He is wanting to go w/out jackplate to cut costs. What are your guys opinions? Fishing mainly East Galv. Bay. Not necessary for a 19' boat? I run a 24' and wouldn't run w/ out the jackplate, but don't have any experience in a smaller boat. Thanks for your comments!

It's helpful, but not critical. Should be okay in east bay.
