Registering Trailer that has not been previously registered/titled

I bought a boat and trailer from a broker in Kemah. I received only a bill of sale for the boat. The only thing I have for the trailer is the certificate of origin. The trailer has no tag and there are no records when I do a VIN search. The trailer was built in 2015 and I think it's likely it was never registered or titled. The name listed on the certificate of origin is not he same name of the person I purchased it from. The trailer will have to be titled because it will have a gross weight of at least 7500 pounds when hauling the boat. Anyone have an idea of what I will need to show to get the ball rolling on registration?

Register it as a home made trailer. Make the gross weight 7400 lbs. because I think at 7500 lbs. it has to have an inspection yearly for tags.

That might work, but I bet it will have to be inspected to get a tag. What brand trailer is it?
