+1 on going smaller to get hookups when they are refusing the bigger bait. I had the same problem recently throwing 6 in. split tail gulp at backlake redfish that refused to eat. I chewed off the front 2.5-3 inches off the gulp and just hooked the 3 in. remaining tail portion to the 1/16oz jighead. Immediately made the difference and started hooking up. The bait they were chasing was way smaller than 6 in. eel/mullet imitations. (probably small shrimp and definitely small schools of 3.5 inch finfish). I needed a flyrod with me that day, but had left it at home. FYI: for those who dont know already, gulp tastes nasty.
