Thanks for the suggestions.
I ended up using Soft Scrub with Bleach. Got my 2 kids and wife out there to help with some stiff bristled brushes and got the entire boat clean yesterday after work. The Soft Scrub worked really well. Got all of the non skid looking like new and the leaning post got 95% of the mildew off.

"The works" wont "work" on the mildew stains. Be careful with bleach too - sometimes it can turn your seats brown. Starbright makes a mildew remover that they sell at academy. Works really well. Pressure washer works pretty well too.
