That's exactly what it's about, it is their water They own all of the water and the fish that there light is shining down on. It is really not worth getting upset over a bunch of barely legal sized trout anyway. Also check with certain guides too before you fish any well known holes. They have a lot of them reserved and get very upset if you try to fish them. It does not matter to them who got there first either.
